There are products you can get that are supposed to seal the inside of the tank, however, it is unusual for the inside of 131 tanks to rust excessively in my experience so I also would recommend replacing it.

The Frost stuff is good but a good motorbike shop will stock similar products as I got mine up in Dublin for about 20 euro and it treated a 30 litre tank on my Ferguson 20  Grin Grin

Hi enda the frost product is S200 & is ?25 which will seal a 18 gallon tank, the irish agents are
motors inc,
unit 24,
northwest centre,
northwest business part,
blanchardstown,dublin 15
018665865
give them a ring first they ar not rip off ireland merchants you pay similar price to frost, thats the product code for the fuel tank sealer on its own there is a kit avaliable for ?53 code S208 it has tank cleaner & other stuff which i used i think? its a few years ago now & the tank is perfect.
