Is it in contact with the cam inside? Some pumps use a spacer block some don't.

Huh What do you mean by the "pin"? The lever that makes the pump work is part of the pump so it can't  be put in without it. Does the rotor arm in the distributor turn when you crank the engine? (check by removing the distributor cap and cranking the engine)

But the pin is part of the fuel pump so I can't see how that was put in without the pump.  Huh

Maybe the diaphram inside has a hole in it?  this would stop it pumping.
Take it off the engine and get a piece of pipe and some fuel and check it by hand if it doesn't work will probably be dud diaphram.

thats not what the  pump looks like,,,feed goes in from the bottom and outlet is from the top ,,pin is about 40ish ml long and slides into the block and then the pump slides on over the bolts and into place

Oops, sorry! I just assumed it was a 131. Ignore everything I've said in that case. I love 128s (I want a green 1100 as a daily driver  Grin ) but I know nothing about their fuel pumps.

Try to suck some fuel to the front from the reservoir and then try throw some directly in the carb. This should make the pump going Wink
