It's been on Ebay for years, with the price increasing with CPI. The price isn't bad for a NOS crate motor, just the market for a Fiat motor is too small. People have no hesitation spending $6-7k on a chev crate engine.

So that's less than ?1600 UK, what would a bottom end full engine re build cost by a  professional engineering company/garage in the UK?
If I remember right last year or 2012 a crated nos 131 gearbox sold for ?500/600 + on UK ebay it was discussed on this forum I think.
So maybe it's not such a bad price and I'm sure the guy could be haggled to bring the price down by 300/400 if he has had it that long.
