Is there any chance that some Mk1 models were not equipped with a handbrake w/l circuit? :-\ According to the Haynes manual there should be a switch near the handbrake lever. Mine is probably invisible!!! ;D There is nothing there under the carpet... No mysteries here.....is your MKI a low end version, square front lights?

I can confirm that there is no switch under the lever. I will have a closer look for the cable. The car is the one with the twin round headlights. It was badged "Special", not sure if it was the same in the UK. My previous 131 Special (exactly the same model) had the entire circuit installed. The difference is that the previous one was purchased from Belgium back in 1977 and driven to Greece. The one without the switch was directly imported to Greece in 1976 by the FIAT dealership, and then purchased new by the P.O. I too tend to believe that it has to do with the market although I would rather understand the emission control systems or the PAS absence, but the handrake w/l.... ???
