Someone drilled them not standard dont know why they drilled them?

Perhaps somebody drilled them in, to waxoil/seal the inner area?

Ok but you dont need to drill holes to do that as there is lots of access already?

Not when the car was new and complete and the 1st owner roderend ? rustproofing, that showde how serieus it was rustproofed then, everywhere extra holes......

That was the problem when new idiots drilled holes for so called "rust protection" but was much easier to remove the inner panels & spray it on wasnt it

Remember Ziebart in the early eighties where they drilled all the holes and injected wax into the cars and put their ziebart plugs in afterwards, only problem was they got caught out drilling the holes and not putting any wax in so the cars rotted a lot quicker than standard cars.
