The mechanical mechanism for the Fiat 131 handle is a simple affair.
I cant understand how Both would jam at the same time or why they would jam.
Have you had them off?
Removal of the door handle requires access to the door Jam so you cant go that route.
If you can get the door card off the mechanism quite exposed, perhpas you can get in that way.
Do you have the round or square type door peg on the inside?
The round one screws onto a vertical pin, just wondering if that has the requierd movement.
Im guessing youve tried with someone pushing the door closed and another lifting the handle?
Also try lifitng the door slightly whilst lifting the handle.
Good luck

First, you can take a plane screwdriver and try to open the child lock from the outside, I could do this some years ago. Then, when you'll have your doors open, you just have to remove the cards from the doors and unscrew the two bolts that keep the handle in place, one of them you can see without dismantling anything near the border of the door. You can take off the cards which are fixed with plastic buttons by pressure after unscrewing the three bolts from the armrest, the cover of the inner handle, and the window handle. Window handles have a metal "omega shaped" clip that needs to be shifted by side, again with a plane screwdriver, so you can remove the handle. Armrest bolts are covered by a plastic trim which becomes fragile with time and you'll better remove it gently using a plane screwdriver.
